 @@  Article 19. Persons who enter the Special Zone from the sea and
travel to  and  from the Special Zone and inland areas must pass
through docks established  by the Public Security inspection and
control  organ  responsible  for  border  defence  and  Customs
authorities and accept examination. Those without a valid Entry-Exit
Pass to the Special Zone will not be allowed to land and enter the
Special Zone.
 @@  Article 20. Freighters travelling between the Special Zone and
inland areas which anchor at docks within the Special Zone to load or
unload must declare the situation in relation to the crewmen and the
estimated time of departure from the Special Zone, to the Public
Security inspection and control organ responsible for border defence
for the dock concerned. Goods loaded and transported to and from
the Special Zone must pass a Customs inspection. In the event of a
violation, Customs authorities will deal with the case in accordance
with the law.
 @@  Article  21.  Those vessels travelling between the Special
Zone and inland  areas  which  do  not use the ports specified in
Articles 5 and 6 of the  Regulations  on  the Control of Persons
Travelling, for the embarkation and disembarkation of passengers and
the loading and unloading of goods, or which use other places along
the sea coast or river side of the Special Zone for the embarkation
and disembarkation of passengers and the loading and unloading of
goods  will  be dealt with in the following ways, either separately or
concurrently:
(1) suspension of the captain's (or owner's) licence;
(2) impoundage of the vessel.
 Persons  involved  in smuggling, trafficking smuggled goods or other
illegal activities  will  be  dealt  with  according to the law by
Customs or Public Security organs.
 @@  Article  22. The term stated in Article 6 of Regulations on the
Control of  Persons  Travelling,  "special  thoroughfares for the
use  of persons travelling  between the Special Zone and inland
areas", indicates areas within the open ports specially established
to inspect persons travelling by train or ship between the Special Zone
and inland areas.
 All persons travelling by train or boat to the Special Zone or inland
areas from  railway  stations or docks within the open ports must be
inspected by the Public Security department responsible for border
defence, prior to being allowed to enter or leave the Special Zone.
 @@  Article  23. Freight railway stations within the Special Zone
shall  only  permit  train  maintenance  personnel  and  escort
personnel  for  goods in transportation  to enter and leave the
train.  No  other personnel are permitted to board freight trains at
freight stations to enter or leave the Special Zone.
 @@  Article  24.  In the light of Articles 17, 18 and 21 of these
Detailed  Rules,  the executing unit must rapidly ascertain the
circumstances and deal with the case in relation to the suspension
of licences and impoundage of vehicles or vessels.
  CHAPTER  IV  CONTROL  OVER RESIDENTS ENTERING AND LEAVING THE
ADMINISTRATION LINE  AREA  TO CARRY OUT PRODUCTION TASKS AND CONTROL
OVER THOSE PUTTING TO SEA
 @@  Article  25. Residents living close to either side of the
administration line shall, in accordance with the needs of production,
apply for a Pass of the Shenzhen Special Economic Zone to cross the
line for work purposes, as well as enter or leave the Special
Zone in accordance with designated sideroad junctions and are not
permitted to use undesignated sideroad junctions.
 @@  Article  26. The Pass of the Shenzhen Special Economic Zone to
cross the line  for  work  purposes is not permitted to be forged,
altered, or lent to others for use.
 Persons  violating  the  above-mentioned regulation must surrender
the Pass and  will  not be allowed to enter (or leave) the Special
Zone. In serious circumstances,  the  violator  may  be sent to a
Public Security organ to be dealt with in accordance with the law.
  @@  Article  27.  Residents  crossing the line to carry out
cultivation must enter  and leave within the hours appointed by duty
offices at the sideroad junctions  and accept inspection of their
certificates,  articles  and vehicles by the on-duty policeman of
the Public Security department responsible for border defence.
 Persons  refusing  inspection  and  forcing entry through sideroad
junctions will be dealt with in accordance with the relevant rules of
Regulations of the  People's  Republic  of  China on Control and
Penalties in Relation to Public Order.
