STATE COUNCIL OF CHINA
 REGULATIONS  REGARDING  THE  NATURAL SCIENCE AWARDS OF THE PEOPLE'S
REPUBLIC OF CHINA
(Promulgated by the State Council on December 21, 1979)
 @@  Article  1.  In  order  to encourage and bring into full
play  the initiative and creativeness of scientific workers, speed up
the  development  of  China's  sciences  and  promote  socialist
modernization, the present regulations are hereby formulated.
 @@ Article 2. Awards for natural sciences shall be conferred on
those collectives   or  individuals  whose  research  into  the
phenomena, characteristics  or  laws  of  nature  have  produced
results  with  great significance for scientific and technological
development.
 @@  Article 3. Awards for natural sciences are divided into four
grades:
 First-class  awards include a certificate of honour, a first-class
medal and a monetary award of 10,000 yuan.
 Second-class awards included a certificate of honour, a second-class
medal and a monetary award of 5,000 yuan.
 Third-class  awards include a certificate of honour, a third-class
medal and a monetary award of 2,000 yuan.
 Fourth-class awards include a certificate of honour, a fourth-class
medal and a monetary award of 1,000 yuan.
 @@  Article  4.  A  special  award shall be given to those whose
scientific research  results,  as provided in Article 2, are of
especially great significance.  Separate  awards  for  such cases
shall  be reported by the Scientific and Technological Commission of
China to the State Council for approval.
 @@  Article  5.  Recommendations  for awards can be made by
research  institutes,  institutions  of higher learning, national
academic societies or by a group of over ten scientific workers
at or above the level of associate research fellows.
 @@ Article 6. Preliminary examination of the items recommended for
award shall  be organized, in accordance with their special fields, by
the Chinese Academy  of Sciences, the Ministry of Education, the
Scientific  and Technological  Association  of  China, the State
Agriculture Commission, the Ministry  of  Public Health, the State
Economic Commission, the Science and Technology  Commissions  for
National  Defence  and the Office in Charge of National  Defence
Industry  of  the  State Council. In the preliminary examination,
the related units should hold meetings, with the participation of
those in the same trade or occupation, to choose items for award through
public evaluation and make suggestions on the grade of the award.
 @@  Article  7.  The  issuance  of awards is under the unified
leadership of the Scientific and Technological Commission.
 The  Natural  Science  Awards Committee under the Commission is in
charge  of  evaluating  items  and  grades  for  awards.  Its
recommendations  will be examined and approved by the Commission which
will confer the awards.
 @@  Article  8. When the natural science award belongs to an
individual, the certificate  of  honour,  medal and monetary award
will be conferred on the individual; when the award belongs to a
collective, the certificate of honour will go to the collective, the
medal will go to the collective and the personnel who made the biggest
contributions in the scientific research, and the monetary award
will be distributed among the participants in the research effort in
proportion to their contributions.
 @@  Article  9.  The  natural science awards may be conferred, in
accordance with  the  regulations,  upon  those Chinese nationals
residing in foreign countries  and  foreigners who are engaged in
natural science research and whose  outstanding  achievements  have
contributed  enormously  to the development of science and technology
in the People's Republic of China.
 @@  Article  10. Recommendation and assessment of items for awards
should be practical,  realistic and serious. Cases of malpractice for
selfish ends and deception will be dealt with sternly according to
the seriousness of each
case.
 @@  Article  11. The regulations will be put into effect on the
date  of  promulgation.  In cases of contravention with previous
regulations  regarding  the  natural  science awards, the present
regulations will hold.
